Updating the Official Plan

As Kitchener grows to become a city of over 400,000 people, we need a new plan. The new Official Plan will guide growth and shape the way that neighbourhoods evolve and change.

The new Official Plan will be shaped by the people of Kitchener. Let’s work together to make sure that Kitchener in 2051 and beyond is the best it can be.

About the plan

Prepared with input from the community, the plan sets out goals and policies to help us coordinate our future planning and development to ensure both meet the specific needs of the community.

Although the Official Plan is concerned with land use and physical development of the city, it also aims to balance the social, economic and environmental interests of the community.


2014 Official Plan

We update our 2014 Official Plan document to include modifications and portions of the Plan that are not if effect due to deferrals.

Secondary Plans

Our 10 Secondary Plans were not part of the review and approval of Official Plan Amendment No. 103 and are not part of our 2014 Official Plan.

After we complete the Planning Around Rapid Transit Stations (PARTS) project and other planning review processes are complete, we intend to review the Secondary Plans and bring them into the 2014 Official Plan. Until that time, please reference the 1994 Official Plan for lands covered in the Secondary Plans. Links are available below.
