Supplementary bills

A supplemental tax bill is an additional property tax bill based on the difference between the prior assessed value and the new assessed value of your property. A supplemental tax bill is in addition to the regular tax bill, which is based on the assessed value as of January 1 of that year. Supplementary bills are issued due to an increase in assessment resulting from improvements made to your property, or previously unbilled taxes due to a new home. A supplementary bill may cover a period of up to three years.

Monthly

This bill is independent of your monthly payment plan and therefore is not included with your monthly withdrawals. As a result, payment is required by the due date stated on the supplementary bill. Please note that if payment has not been received by the date indicated on the bill, any outstanding balances will be included with a future tax withdrawal as per the schedule below:

Property tax breakdown

  • school boards: 14%
  • City of Kitchener: 31%
  • Region of Waterloo: 55%

Your property tax bill is made up of three main components:

  • municipal taxes: the tax rate to cover the costs of supplying municipal services is based on city council's adoption of our annual budget which, in 2024, is 3.90%
  • regional taxes: this portion is remitted to the Region for services including public transit, waste management, housing and shelter and public health and emergency services
  • education taxes: this tax rate is set by the Province of Ontario and remitted to the local school board you support

31% of your 2024 property tax bill supports the following services provided by the City of Kitchener:

  • parks and greenspace: maintenance and plantings throughout parks
  • recreation and community centres: facilities and programming so everyone has a space to play
  • transportation and traffic: caring for our roads so residents can travel safely
  • events and culture: celebrating our community with events and festivals
  • fire services: keeping our homes and communities safe from fire

By signing up for our pre-authorized tax payment plan, you will show support for the environment - and enjoy the following benefits:

  • It’s paperless - making it a great example of green stewardship. You only need to write one voided cheque.
  • No transportation is required to make your tax payment, which serves to reduce greenhouse gas emissions.
  • No waiting in line to make payments.
  • Monthly pre-authorized payments make budgeting easier because your taxes are paid in smaller monthly portions. Another pre-authorized option is to pay quarterly on due dates.
  • You don’t have to worry about missed due dates, lost cheques or postal delays.
  • You save on postage and envelopes.

What is a pre-authorized payment plan?

You make 12 monthly payments for your taxes. These are taken directly from your bank account on the first day of each month and credited to your property tax account.

How does it work?

The plan runs from January to December. The first six monthly payments are based on the previous year’s tax levy. The final six-monthly payments are adjusted to reflect the actual taxes for the year.

Payments may only be made by automatic withdrawal from a chequing account at a financial institution.

Written authorization is required before the withdrawals can begin. The City of Kitchener does not charge for this service, but normal bank charges may be applicable.

Any supplementary tax bills you receive must be paid separately from the tax pre-authorized payment plan by the specified date.
