Scott Davey was born and raised in Kitchener, where he attended St. Daniel’s and St. Mary’s schools before earning his Honours BA. Scott, his wife Debra, and their two children, Tycho and Sophie, have made their home in Ward 1 for many years.
Before his election to City Council, Scott held senior positions in the finance and technology sector. He has also been deeply involved in athletics, as both a player and a coach, for much of his life. Scott's wide range of personal interests, including economics, environmentalism, and parks and recreation, have served him well in his council work. However, his true passion has always been technology and advanced computing.
As the long-time Chair of Finance in Kitchener, Scott has chaired every budget since 2012. He has also proudly served on several boards, including the Wilfrid Laurier University Board of Governors, Enova Power Corporation, Centre in the Square, the Climate Change & Environment Committee, and the Economic Development Committee.
Scott sums up his approach to public service as the relentless pursuit of value and efficiency.

What's new in ward 1
Hello Kitchener Residents! As Kitchener's long-time Chair of Finance, my primary focus is on the city’s books and making sure Kitchener delivers strong value and efficient services. I’m proud of our record this term, but the numbers speak for themselves.
Over the past four years (2022–2025), Ontario inflation totaled 15.6%. Kitchener’s cumulative tax increase matched that exactly at 15.6%, meaning our growth has kept pace with inflation, no higher. Meanwhile, Cambridge rose 20.5% (partly offset by a one-time fund that will need to be repaid), Waterloo climbed even higher at 26.6%, and the Region of Waterloo surged 33.6%.
Remember, Kitchener represents only about 30% of your total property tax bill while the Region accounts for roughly 59% and the remaining 11% to School Boards. Because of this, the Region's larger increase has a far greater impact. For the average Kitchener home, our share of taxes rose about $45 per year (or $181 over four years) while the Region added about $184 per year (or $735 over the past four years). Importantly, while others have trimmed services, Kitchener has not cut any. In fact, we’ve added new programs, facilities, and maintained quality across the board. We continue to offer one of the best service-value ratios in the province and the lowest property taxation per-capita.
