Our Official Plan gives us a roadmap to follow in managing future growth, land uses and environmental protection.

New Official Plan
The new Official Plan was adopted by Kitchener City Council on June 29, 2026 and is currently with the Ministry of Municipal Affairs and Housing for final approval. The new Official Plan will only come into effect after it has been approved by the Ministry of Municipal Affairs and housing.
Once in effect, the new Official Plan will replace portions of the 1994 Official Plan, portions of the2014 Official Plan, and the entirety of the Regional Municipality of Waterloo Official Plan as it pertains to Kitchener.
The new Official Plan establishes a long-term vision, values, objectives, and policies that will guide growth and development to the 2051 planning horizon.
2014 Official Plan
The 2014 Official Plan is in effect until a decision is made on the new Official Plan. We update our 2014 Official Plan document to include modifications and portions of the Plan that are not if effect due to deferrals.

Dundee Secondary Plan
The Dundee Secondary Plan is part of the 2014 Official Plan and came into effect on June 29, 2026. It sets out a detailed land use planning framework to guide the long-term development of the Dundee Secondary Plan area.
