Private property ticketing enforcement

The City of Kitchener can give private property ticketing privileges to individuals to enforce parking regulations that ensure a facility's spaces are being used only by patrons, members, employees or tenants. These individuals can enforce private property, fire routes and disabled parking spaces on defined properties.

Eligibility and responsibilities

The City of Kitchener can give private property ticketing privileges to individuals to enforce parking regulations that ensure a facility's spaces are being used only by patrons, members, employees or tenants. These individuals can enforce private property, fire routes and disabled parking spaces on defined properties.

Two types of individuals may apply for private property ticketing privileges:

  • Property owner
  • Acting property agent (i.e. property manager and/or security company).

Each application submission is subject to review and Council approval before private property ticketing privileges are granted.


Mandatory signage

To be enforceable, signage is required to provide reasonable notification of parking regulations on private property. Signs must be posted at every entry to the property. Depending on parking lot size, more signs may be required. 

The private property owner is responsible for providing their own signage and making sure the correct signage is posted.

Application process and officer updates

Requests for private property ticketing enforcement and updates to existing officers' information can both be done through an online application process.

Applying for new officers

This application process is for new private property ticketing officers only. Property owners and/or acting private property agents may apply using our online application form.

The following documents are required for each person requesting private property ticketing privileges. Before beginning the online application, make sure you have images or scans of all documents ready for upload.

  • Copy of government ID (i.e. driver’s license)
  • List of private property addresses
  • Pictures of all private property signage
  • Property map with marked locations of all signs

If you are a security company and/or a property manager with multiple individuals requiring enforcement privileges on private property, you must complete an application for each person.

Once your application is approved by Kitchener city council, you will be contacted about training to learn about:

  • applicable bylaws
  • enforcement procedures and ticketing processes
  • submitting tickets to the Kitchener Bylaw Enforcement office

Updating information for existing officers

Current approved private property ticketing officers must complete an application to update the following:

  • update contact information
  • delete or deactivate an existing officer
  • request additional property ticketing privileges

Training

After your application is submitted and approved by council, you will be provided with:

  • a ticketing agent number (A#)
  • training manual
  • video training link

The training manual and video will cover:

  • applicable bylaws
  • enforcement procedures and ticketing processes
  • information on submitting tickets to the Kitchener Bylaw Enforcement office

Penalty notice books

Penalty notice books can be picked up in person at the Kitchener Bylaw Enforcement office at 33 Ontario Street North. The office is open from 8:30 a.m. to 5 p.m. Monday to Friday.

Used penalty notice books can be handed in at the Kitchener Bylaw Enforcement office for shredding. 


Submitting private property tickets

Private property tickets are to be submitted within 7 days of issue. Tickets can be dropped off at 33 Ontario Street North:

  • During main office hours: 8:30 a.m. to 5 p.m. Monday to Friday.
  • After hours: in the drop box located to the right of the main office doors 7 days a week from 6 a.m. to 11 p.m.

Code of conduct

Approved private property ticketing agents must adhere to the following code of conduct. Failure to do so may result in private property ticketing privileges being revoked. Private property ticketing agents will:

  • Maintain a professional and respectful manner when dealing with the public and Kitchener Bylaw Enforcement, treating all individuals with dignity and respect.
  • Be available to answer questions and provide information on tickets issued.
  • Comply with the Administrative Monetary Penalty System (AMPS) process.
