Parks Master Plan

Staff refreshed the parks strategic plan through the development of our new Parks Master Plan in two phases.

The first phase was approved by Council on August 22, 2022, along with an updated park dedication bylaw.

The second phase was approved by Council in June 2025, which completed the Master Plan update process.

The full staff report outlining the details of the new Parks Master Plan is available for review. In early July 2025 a final accessible version of the full Master Plan will be available for review.

Prospect Park

We're excited to add new park amenities and stormwater management at Prospect Park that meet the needs of visitors and improve the sustainability of the park.

Victoria Park Master Plan

We’re updating the Victoria Park Master Plan, the guiding document for public and city priorities within Victoria Park. We’ll review the park's existing conditions and amenities, analyze how it is being used and learn how it can better support the community in the future. This will help us develop a 10-year plan for improving, maintaining and operating the park.

As part of our analysis, we’re installing visual sensors throughout the park to help us learn how the park is being used and how we can improve the park to serve you better. The sensors use vision-based technology to capture count, speed and movement data for park users. The system does not collect personal identifying information and does not store video files.

Westheights Park Natural Area restoration

We're developing a plan for the ecological management, restoration, and stewardship of the Westheights Park Natural Area (Westheights Park). Learn more and get involved on Engage Kitchener.

Carlyle Park

The Carlyle Park playground will be closed for construction starting on or about May 14, 2025. We expect it to reopen in August 2025. The baseball diamond and soccer fields will remain open for use. The trail will be closed during this time and there will not be any access to Pioneer Drive for the duration of the construction.

Huron Natural Area stewardship plan

We are developing a 10-year plan for the stewardship and ecological restoration of the Huron Natural Area. Together with community members, including local Indigenous communities, we will identify a vision, stewardship needs and actions to preserve the area for future generations.

Montgomery Park court improvements

We are upgrading the multi-use courts at Montgomery Park to better meet the needs of the local community. Community input on two draft concepts will help us develop the final design for the sports courts.

McLennan Park and Lions Park Master Plans

McLennan Park and Lions Park are important places where people in our community gather, play and connect. We are updating these parks to better serve the community by addressing infrastructure, accessibility and long-term recreational needs.
