Kitchener Council signs new four‑year agreement with CUPE 791

KITCHENER – Kitchener City Council has approved a four-year deal between the City and the Canadian Union of Public Employees (CUPE) Local 791. The agreement runs from April 1, 2025 to March 31, 2029 and includes wage adjustments as follows:

CUPE 791

  • Effective April 1, 2025 - $1 adjustment to pay bands 1-6

  • Effective April 1, 2025 – 3.3%

  • Effective April 1, 2026 – 3.3%

  • Effective April 1, 2027 – 3.2%

  • Effective April 1, 2028 – 3.2%

CUPE 791 represents approximately 477 full-time office, clerical and technical staff who provide business functions including program and service delivery, bylaw enforcement, engineering services, building services, planning and development services.

The previous contract expired on March 31, 2025.
