Contest Rules

More than 50% of Kitchener homes are signed up for tax and utility e-billing. To celebrate this and encourage even more users to sign up, the City of Kitchener (the “City”) is holding a contest!

By participating or attempting to participate in this contest, you are deemed to have received, understood, and agreed to these contest rules.

NEW E-Billing User Option

CONTEST PERIOD: Begins at 12:01 a.m. on Monday August 18, 2025, and ends at 11:59 p.m. on Saturday October 18, 2025.

WHAT YOU CAN WIN: One of nine (9) utility bill credits, each valued at $200.00.

ELIGIBILITY: Open to any Kitchener Utilities customer who signs up as a new e-billing customer within the above-noted contest period. No purchase is necessary to enter this contest.

HOW TO ENTER: Sign up as a new e-billing user at https://billing.kitchener.ca/Portal/ within the above-noted contest period.

WINNER SELECTION: After the close of the above-noted contest period, potential winners will be randomly selected from eligible contest entries.

ALL E-Billing Users Option

CONTEST PERIOD: Begins at 12:01 a.m. on Monday August 18, 2025, and ends at 11:59 p.m. on Wednesday December 31, 2025.

WHAT YOU CAN WIN: One (1) utility bill credit, valued at $200.00.

ELIGIBILITY: Open to all Kitchener Utilities customers who have signed up for e-billing as of 11:59 p.m. on Wednesday December 31, 2025, and who have not been selected to win a prize under the New E-Billing User Option set out above. No purchase is necessary to enter this contest.

HOW TO ENTER: If you have not already done so, sign up for e-billing at https://billing.kitchener.ca/Portal/ prior to 11:59 p.m. on Wednesday December 31, 2025. If you have already done so, you will be entered into the All E-Billing Users Option automatically.

WINNER SELECTION: A potential winner will be randomly selected from eligible contest entries in January 2026.

 

Terms Applicable to Both New E-Billing User Option and All E-Billing Users Option

WINNER SELECTION:

  • The odds of winning will be determined by the number of entries received.
  • If your contest entry is randomly selected to be a potential winner, the City will use the contact information you have provided to Kitchener Utilities to notify you. To claim your prize, just make arrangements with the City for the $200.00 utility bill credit to be applied to your next utility bill.
  • In the event that a potential winner does not respond to such notification within a reasonable time period, declines a prize for any reason, or does not meet the requirements set out in these contest rules, all as determined by the City, the potential winner will be disqualified. An alternate potential winner will be randomly selected from among remaining eligible contest entries.
  • Each potential winner will have to answer a skill testing question, sign a waiver and release, and otherwise comply with the terms of these contest rules in order to claim a prize.
  • If a potential winner is under the age of 18 years, a parent or legal guardian will be required to sign a waiver and release.
  • The City reserves the right to require proof of identity or eligibility to enter this contest, and failure to provide such proof on request may result in disqualification.
  • The City reserves the right to refuse or reject your contest entry if you attempt to enter the contest in an unauthorized manner; your entry is not in compliance with these contest rules; your entry contains false or misleading information; your entry is late, illegible, incomplete, or otherwise irregular; or, for any other reason as the City may determine.

PERSONAL INFORMATION:

  • Personal information is being collected in relation to this contest under the authority of s.11(1) of the Municipal Act and in accordance with s.28(2) of the Municipal Freedom of Information and Protection of Privacy Act (“MFIPPA”) and will be used to administer the contest. This information will be shared with City elected officials, employees, volunteers, representatives, and agents who require it as part of their work at the City. The personal information collected will be used only for the purposes noted herein and will be protected in accordance with the requirements stipulated in MFIPPA.

OTHER:

  • By participating or attempting to participate in this contest, you release and discharge the City, its elected officials, employees, volunteers, representatives, and agents (the “Releasees”), and agree to indemnify, protect, and hold harmless each of the Releasees, from all actions, claims, demands, damages, or liability arising from your participation or attempted participation in the contest, including but not limited to the awarding of these prizes hereunder and the use of personal information.
  • All prizes must be accepted as awarded and may not be transferred or resold. Any unused portion of a prize, once awarded, will be deemed forfeited.
  • The City is not responsible for any entries which are lost, stolen, destroyed, misdirected, or not properly submitted. Whether or not an individual meets eligibility requirements will be determined by the City.
  • All decisions of the City in relation to this contest are final, binding, and conclusive. The City reserves the right to cancel, suspend, or modify the contest or these contest rules at any time without notice.
  • If any part of these contest rules is legally unenforceable or inapplicable, then that part will be deemed invalid. However, the remainder of these contest rules will otherwise continue to be legally binding.
  • The contest and these rules are governed by the construed in accordance with the laws of the Province of Ontario and the federal laws of Canada applicable therein.

The City’s Digital Kitchener team has listened to your ideas about improving the City’s digital services, and now we want to better understand which solutions matter the most to you. Please take a few minutes to complete our survey and be entered for a chance to win a prize. 

 

By participating or attempting to participate in this contest, you are deemed to have received, understood, and agreed to these contest rules. 

 

CONTEST PERIODBegins at 11:00 a.m. on Thursday, August 27, 2025, and ends at 11:59 p.m. on Wednesday, September 10, 2025. 

 

WHAT YOU CAN WIN: The winner can select one of the following prizes: 

  • One (1) ActiveNet credit valued at $50.00, or 

  • One (1) Kitchener Utilities bill credit valued at $50.00. 

 

ELIGIBILITY: Open to any person who resides in Canada, is 18 years of age or older, and completes the steps set out under the ‘HOW TO ENTER’ section below within the above-noted contest period. Only one entry per person. No purchase is necessary to enter this contest. 

 

HOW TO ENTER: Complete the survey on the Engage Kitchener website at https://www.engagewr.ca/digitalkitchener within the above-noted contest period and provide contact details. 

 

WINNER SELECTION:A potential winner will be randomly selected from eligible contest entries within a reasonable time of the end of the above-noted contest period. A potential winner will have to answer a skill testing question, sign a waiver and release, and otherwise comply with the terms of these contest rules in order to claim a prize. The odds of winning will be determined by the number of entries received.
