Neighbourhood Planning Review

The Victoria Park review involves the area containing the existing Victoria Park Secondary Plan, a portion of the Victoria Street Secondary Plan and a portion of the Mill Courtland-Woodside Park Secondary Plan. This new area is proposed to become the new Victoria Park Secondary Plan. 

The proposed Official Plan and Zoning By-law changes (including updated land use maps and policies, permitted uses and associated regulations) as well as urban design guidelines are now available for review and input. All background information including technical considerations (i.e. cultural heritage review), open house materials, highlights of process, summary of input and staff response are contained in an background information appendix document.  If you have any questions or require further clarification regarding the proposed land use designation and zoning of your property please email

Upcoming Statutory Public Meeting

Public input is an important part of this process so that staff can make their best recommended changes to the Secondary Plans and Zoning By-law. A statutory public meeting to receive input and comments will be held:

Monday, December 9, 2019
4:00 p.m for Industry Stakeholders
7:00 p.m. for Property Owners
Kitchener City Hall, Council Chambers
200 King Street West

No decisions will be made at this statutory public meeting.

Notice of the Statutory Public Meeting was issued on October 11, 2019. 

Written submissions can be sent to the Clerk’s Office, 2nd floor, 200 King Street West, Kitchener, ON, N2G 4G7. To ensure any comments received regarding the proposed Official Plan and Zoning By-Law information can be reviewed and addressed before preparing a final draft for consideration for approval at a future Committee/Council meeting, comments must be submitted by December 9, 2019.
