Freedom of information requests


Some of our records, such as past meeting minutes and reports, are available online. Others may be made available through routine disclosure by contacting us. In these cases, you don't have to submit a formal freedom of information (FOI) request. 

However, if a record you're interested in accessing does require a formal FOI request, full instructions can be found below. Please note that, as stipulated by the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), a $5 application fee applies to every FOI request. 


The following MFIPPA-regulated fees may also apply to your request:

  • $7.50 per 15 minutes of time spent searching for, retrieving and preparing a record for disclosure, including the time to sever any part of the record in accordance with the exemptions under the Act.
  • 20 cents per page for photocopying and computer printouts.
  • Other charges, depending on the nature of the request (the Access and Privacy Specialist can provide additional information if requested). 

If we believe your request will cost more than $25, we will contact you for approval to proceed or to give you the opportunity to revise your request and reduce the applicable costs.

If your request will cost more than $100, we will require a 50 percent non-refundable deposit of the estimated balance owing to be paid prior to beginning the request. No records will be released until all outstanding fees are paid.

Your $5 fee can be paid by either cash or a cheque made payable to the "City of Kitchener" at the time of submitting your request. 

Response timeframe

As per the Emergency Management and Civil Protection Act, Ontario Regulation 73/20, legislated timelines have been suspended until the Province of Ontario is no longer under a state of emergency due to Covid-19. However, our staff are working diligently to ensure that all requested records are provided where possible.  

Typically, we are required under MFIPPA to respond to FOI requests within 30 calendar days of the day we receive the application fee. Under certain circumstances, we may require an extension; if this is the case, we will notify you in writing.

If a 50 per cent deposit is required, our work on your request will cease once we notify you of the need for the deposit, and resume once the deposit is received.
