Development incentives for new affordable rental housing

The provision of affordable housing is a priority in Kitchener. Often, one of the barriers to building affordable housing units is financial. Two new Council Policies have been established to encourage development of new affordable rental housing units:

  • Council Policy FIN-GRA-2007 - Development Application Fees and Building Permit Fees for Affordable Rental Housing
  • Council Policy FIN-GRA-2006 - Development Charges Payment for Affordable Rental Housing

Eligibility criteria includes that proponents must be a Not-For-Profit Corporation, a minimum of 20 percent of residential units must be set at or below 80 percent of average market rent for the regional area, and that projects are located within 450 metres from transit corridors across the city.

If you are a Not-For-Profit Corporation with a proposal for new affordable rental housing in Kitchener, and wish to request exemption of development application & building permit fees and deferral of development charge payments, please complete this application form and submit to the City's Planning Division.
