Before we can issue you a building permit for your upcoming construction work, we must collect the certain fees.

Building permit fee

A building permit fee will be charged based on the project description. All fees must be paid prior to permit issuance, by either cash, cheque or debit; credit cards are not accepted. For more information, please see our current building permit fees.

Extra fees and rebate eligibility

Some permits require us to collect an extra fee, similar to a deposit. This fee is also called a building-permit rebate.

Our extra fees are as follows:

  • For new construction of single-dwelling, duplex, semi-detached, townhouse and triplex-dwelling units: $500 per permit.
  • For new construction and additions to multi-residential, commercial, industrial and institutional projects: $10 for every $1,000 of construction value to a maximum of $5,000 per permit.
  • For additions or alterations to single-dwelling, duplex, semi-detached, townhouse and triplex-dwelling units: $250 per permit.
  • For alterations or interior-finish permits to multi-residential, commercial, industrial and institutional projects: $1,000 per permit.

The following projects are exempt from extra fees:

  • Decks
  • Pools
  • Sheds
  • Foundation permits
  • Tents
  • Bar and restaurant outdoor patios
  • Portable classrooms

Extra-fee refunds

You will be eligible to be refunded the extra fee - provided the final building inspection and grading certification (if applicable) is completed within one year of occupancy.

For new construction of single family, duplex, semi-detached, townhouse and triplex dwelling units, the final building inspection and grading certification must be completed within 270 'seasonal days' of occupancy, according to the chart below.

If these time periods expire, your money will not be refunded. The following chart is intended to assist you in determining when you need to complete your final building inspection and grading certification (if applicable) to qualify for your refund.

Refund process

Once all building inspections and grading (if applicable) have been completed within the timelines specified, your fee will be refunded. We will automatically receive notification so you won't have to request your refund.

After we process the refund, the cheque will be mailed directly to the payer; this may take up to four weeks.

If you have not received your refund and feel you are eligible, please contact us at 519-741-2200, ext. 7530 to discuss. You should be prepared to reference your permit number and address.

Damage deposit

We collect a damage deposit on applicable projects to ensure the road around the project is not damaged during construction. If the road is damaged and not fixed, the money collected will be used to make the necessary repairs.

The damage deposit - and the related inspection fee - are required before we issue your building permit. The 2018 damage deposit fee is $122 per metre of frontage. The inspection fee is $44 per metre of frontage, to a maximum of $440.

Once grading and all site work have been completed, call us at 519-741-2406 to request your damage deposit refund. We will perform the site inspection; if no damages are found, we will refund your damage deposit only. This may take up to four weeks.

Stormwater management fee

We must collect a stormwater-management fee on applicable projects before we issue a building permit. Please contact us at 519-741-2406 for more information.

Development charges

Development charges may also apply before we issue your building permit. Please review all necessary information ahead of submitting your permit application.
