Purchasing Policies

1. To conduct all purchasing in accordance with the laws of the Province of Ontario and the by-laws of the City of Kitchener.
    
2. To obtain the right goods or services (meeting specifications) in the right quantity, delivered at the right time to the right place from a responsive and reliable supplier at the best value to the City.
    
3. To stimulate competitive bidding in order to obtain such goods and services at the best value for the expenditure of public dollars.
    
4. To provide all viable vendors with an opportunity to offer their goods or services to the City.
    
5. To treat all vendors fairly.
